The Pakistan Cricket Board (PCB) has addressed the issue. They played down the controversy. According to them, there is a simple reason. Only flags of teams playing in Pakistan are up at the stadiums there.

A PCB insider spoke to news agency IANS. They stated India isn’t playing matches in Pakistan for the Champions Trophy. Stadiums in Karachi, Rawalpindi, and Lahore only have flags of teams playing at those locations. This makes sense, right?
Dubai is India’s Venue
The source further clarified the situation. India will play their games in Dubai. Bangladesh also hasn’t arrived in Pakistan yet. Their first game is even against India in Dubai! Therefore, Bangladesh’s flag isn’t up either, yet. Flags displayed are for teams actively playing in Pakistan. Different cities in Pakistan will host different teams during the tournament. The flags are up to welcome those specific teams.
